This needs to either be disabled in ELO/MELO or there needs to be a way to inform town scum are using this before ELO/MELO happens (e.g. Can only be bought N1 but can be used any time with town being informed when scum buy an extra kill)
Scum meta would probably tend towards 1 PR + 1 extra kill just cause they'd be able to hit MELO by d3 outside of Doctor/Jailkeeper/Roleblocker doing work
Also need to make sure the setup cant just be broken by the entire town grabbing PRs
