We tried throwing the challenge so we could vote out OP, just in case the next challenge requires the whole tribe's participation (since Kiwi doesn't require sit-outs), and his flakiness would screw us.

It's always been the tribe's responsibility to deal with ragequitters and flakes, except in extreme situations (been flaked for several challenges, and yet never voted off comes to mind).
I suggest two things:
Primarily, gandalf shut up. Just leave the thread. That's how a ragequit works: you have to actually leave.
Secondarily, kiwi should just progress to a normal tribal council. Making exceptions for the rules of the game to satisfy a player who's quit anyways is asinine.
