The amount of wriggle room for scum is actually fairly small given that loyal cop is explicitly known to be not enough power so both PRs are likely to be unelimable

Would you be open to giving scum some sort of PR hunting tool

i think with that its still more town than scumsided but definitely within a reasonable range
