I'd be wary of the vigs just becoming town controlled (i.e. directing suspect A to shoot suspect B; or even just to shoot without defining a target). Not convinced it's a broken strategy, but it would have the benefit of sometimes forcing scum to shoot (either each other, or town and dying themselves, or refusing and being shot by someone else).
