I suggested that the power brokers seize control through coordinated spy-network kills but it requires some allies from nobles etc so that's not going anywhere.

this setup is really unfun. flipless is cancerous without dedicated coroners. that court officials have to decide between getting flips and doing other actions is horrific setup design.
