Lurking is anti-town because it allows scum to sit back and not really provide much content. When scum don't provide much content, there's less of a possibility they might make a scumtell. If they just sit back, be quiet, and let everybody else do all the work, then they never put themselves at risk of being discovered. Unless, you know, somebody points out they're lurking.

On the opposite side, if town lurks, what's the point of that? It just reduces the amount of scumhunting going on and the amount of content flowing into the game, which makes it harder for town to win.
