okay, so let's run down a purely hypothetical situation:
Scum sees his partner being run up. Scum knows he's fucked because he's posted shit-all while the town was pretty much reaming his partner despite the counter-wagons being set up.
Scum lays low. Scum then calls attention to his own lurking, by ACCUSING TOWN of not calling him out on that lurking.
Scum then starts a counter-wagon pre-emptively the following morning to try and look more active by calling someone else a lurker.
