hmm, the terms "rule" and "proposal" are being used somewhat interchangeably. i would like to define those terms more clearly, but that requires more thought, so i'll think about this more tomorrow.

Proposal 304: If a proposal is edited while pending, all yea votes aside from that of the proposer are immediately removed.
