CSL, you're retarded for thinking C8 is impossible. Christ, it's like you want shit to be unwieldy and impossible to comprehend. Your options are as follows:

a) C8 doesn't pass, forcing anyone who wants to propose legislation that goes slightly above braindead on the complexity scale to either consolidate all the related passages in the one Proposition (see: Packbat's original Judges x-post) or create multiple Propositions concerning different statues, with their numbering and passage being in doubt at all times, leading to the inevitable scenario where one rule of the many doesn't pass, causing the rest to be rendered obsolete, meaning the ruleset gets bloated with Shit It Doesn't Need. Not to mention loopholes.

b) C8 passes, avoiding all of that and providing new avenues of lawmaking. I mean, come on: you will never see a single bill in any governmental legislature contain just the one statute: C8 is pretty much saying 'okay more than one statute is permitted'.

And besides, someone is more than welcome to excise any shitty rules from any package someone posts and post it as a new package. The packages differ, and thus there won't be duplicates. There are literally NO problems with C8 as far as your reasoning is concerned, and really, it's the next logical step in lawmaking.

Proposition C23:

Speaker's Gavel - Allows the privilege of a casting vote should there be a tie. Only two uses. Cost determined by C25 of this Package. If C25 of this Package does not pass, the cost of the Speaker's Gavel is TEN (10) coins.
Pencil - Allows a double vote. Only one use. Cost determined by C25 of this Package. If C25 of this Package does not pass, the cost of the Pencil is TWELVE (12) coins.
Eraser - Allows the deletion of a Rule. Only one use. May only be used on C Rules. Any player may, after the usage of a Eraser, protest the deletion. If 80% of the player list concur, the Rule is reinstated. Cost determined by C25 of this Package. If C25 of this Package does not pass, the cost of the Eraser is THIRTY (30) coins.

Proposition C24:
The following positions are hereby offered in the shop, with ONE (1) of each being available. Once a position is acquired, it is removed from the Shop.

Usher of the Black Rod - The Usher of the Black Rod has the power of Prohibition. They may prohibit the use of any item or power for a named length of time between ZERO (0) and SEVENTY TWO (72) hours from their announcement. The prohibition must be performed in thread and in bold. The Usher of the Black Rod may only invoke Prohibition ONCE (1). Cost determined by C25 of this Package. If C25 of this Package does not pass, the cost of the Position of the Usher of the Black Rod is TWENTY FIVE (25) coins.
Chief Justice - The Chief Justice has the power of Judging. They may assume the position of a Judge for a current dispute at any time, at which point their duty is followed as per the rules for Judging. The assumption of the role of the Judge must be performed in thread and in bold. The Chief Justice may only invoke Judging ONCE (1). Cost determined by C25 of this Package. If C25 of this Package does not pass, the cost of the Position of the Chief Justice is THIRTY FIVE (35) coins.

Proposition C25:
Whenever someone wishes to purchase from the Shop, they must declare their intent to Purchase. Once they have done so, a silent auction begins, during which any interested parties may submit, in secret, the highest bid they are willing to pay. This must be PM'd to the Moderator. Once 24 hours have passed, the price is set as n+1, n being the second highest bid, and the highest bidder's coin amount shall have this deducted. In the case of a tie, unless otherwise stated, nobody wins the item. If a Shop good is auctioned twice and is still not sold, it is removed.

Proposition C26:
All possessions of each player must be listed in the OP at all times.

Proposition C27:
There will be a two week delay between the passing of this Package and its implementation, to allow for any Amendments via Proposition. This delay can be ended by majority vote via Proposition.

Proposition C28:
One week following the passing of this Proposition, a three-member Parliament must be elected. All players must submit to the Mod a list of all current players, with the most preferred candidate at the top and the least preferred at the bottom. Once all votes are received or a week passes, the votes are counted using the Meek method of the Single Transferable Vote with a Droop quota. The first three candidates to achieve a Quota are elected to the Parliament, where each will serve one week terms of President, rotating from first through to third. The role of the Parliament may be decided by Proposition. At no point may the Parliament be a chokepoint for any deliberative process.[/b]

Package 4 (C41-C49) - "The Health Act"


Proposition C41:
Each player, at the passing of this Proposition, receives TEN (10) hearts. Any new player after this Proposition is passed receives TEN (10) hearts upon entry unless otherwise directed.

Proposition C42:
If, at any time, a player possesses no hearts, they are eliminated from the game.

Proposition C43:
If a player fails to post for 72 hours (weekends not counting), they lose a heart. For every 24 hours without a post thereafter, they lose an additional heart.

Proposition C44:
Hearts may not be traded between players.

Proposition C45:
An eliminated player may re-enter the game via any legislated route. However, a once-eliminated player enters the game with only five hearts. A twice-eliminated player enters with two hearts. A thrice-eliminated player enters with one heart. If a thrice-eliminated player is eliminated once more, they may not re-enter the game and can be declared deceased in terms of the game.

Proposition C46:
Hearts may not be used as any form of currency.

Proposition C47:
A player may not win via their heart count.

Proposition C48:
If Package 4, consisting of Propositions C41-49, passes, any repeal efforts must target the entire package and not just one rule, with exception of Propositions C41, C43, C45, and C47.

Proposition C49:
An eliminated or deceased player is said to be not playing.

Packages are hereby listed under the naming convention 'P#', where # is the sequential numbering of the individual Package.
