The way I see it, its better to begin logicly straight away and miss out the random voting stage. So I'll change my point and agree with Snafoo, so I'll point to the person who is neither active or ill.

Litral; An OMGUS is when you vote for someone BECAUSE they voted at you, or at least that's what I read.
