This setup is a variation on Mafia in that this is actually a series of three interconnected games which run with the same playerlist one after another. As such, alignment changes can and will happen, as well as messing with revival and such.
Therefore, a different system of win condition is used, based on a player's overall performance between the three games.
Setup Generation
There are three "decks", a deck of Vanilla Townies, a deck of Town Power roles, and a deck of Mafia roles.

Draw 5 Vanilla Townies and 2 Town Powers, and then draw 2 Mafia roles, entirely at random*. This forms the setup.
Gameplay
A normal game of Mafia then proceeds. Once the game has completed, adjust the decks and repopulate the setup for the next game.
Deck Adjustments
Strike all roles that died throughout the game from your decks. Roles that survived to endgame are not considered killed, and, in fact, are still in the setup for next time.
Repopulation
Check for what decks the surviving roles are from. Repopulate the setup to ensure the balance of roles is still 5 Vanilla:2 Town Power:2 Mafia.
Finally, randomize the setup again, and the next game begins.
The Conclusion
Once the third game has completed, the overall Legacy9 game has ended. Tally up players' scores and post the rankings. The game is completed.
