does the cult leader make any difference from a mafia goon?

If town is limming d1 and venging n1 then no, otherwise it massively disincentivizes no limming d1 and forces town to venge n1

does the former example not depend on the venge hitting the cult leader?

Town can only venge day 1 so if day 1 is a no lim then it's 3/2 and town has to vote cult. After that they get a mislim since it's 3/1 nightless and the CL is 1-shot
