It seems to me, though, that *if* scum had a daykill, that would have been an excellent way to eliminate both Juls and FL if they were both town.
So announcing it created a risk of very-bad-stuff-happening. And not announcing it would not have prevented the same effect if your theory was right.

The ROLE however, that Tar has used in the past (and I had) was a person that started out not showing up in the game, but had various abilities such as speaking through the mod and a one shot kill. They couldn't say they were alive or imply it was them or discuss their abilities, though. I suspect the message is a modified version of this.
