Also, you should probably get a "real" reviewer for at least your first mini normal. Zodiark13 is doing a good job reviewing mine, really helpful.
What happens is, when you're near the top of the queue, Zito will get in contact with you, and get you to send your set-up (Opening post, role PM's, rule-set etc.) to me, or someone from the Normal Review Group. We look it over for balance/normalcy, and once it's deemed okay to run, you get to go into sign-ups.
Your set-up will be reviewed regardless of whether or not you get previous reviews, so, it's up to you to get other reviewers. But you'll still be looked after if you don't.

Normally we have three/four mods approved and ready to go, and get a new mod to send over their set-up whenever the mod at the top finishes taking sign-ups. We've had a couple of occasions where a sequence of mods have either bailed from the queue, not had their stuff ready, were slow to reply during the review process or just needed a lot of talking to during the review process which chewed into that safety net of three/four ready-to-go mods.
We'll probably try and keep the approved set of mods at four/five, I think, in the event of occasional rocky patches where we hit a standstill.
