I'm pretty sure the voting block has one or two scum in it. At this point in the game, the scum factions are interested in keeping each other around, because (random) night kills hit townies with a high probability. So I can see one scum faction trying to give the other an easy excuse to vote for a townie by starting a voting block, and also seeing who the players of the other faction are by voting patterns later in the game (if one has been lynched).
Also, this strikes me as odd.
