I've NEVER seen town do that in LyLo.
It was fun as hell. Of course, that's speaking from someone getting neighbored, but at the start of the day getting a PM telling us that we were a neighbor was awesome. It honestly seems a bit scum sided though. It gave us a lot of insight into town workings and didn't benefit town at all to have scum in the neighborhood. Agreed. I feel like it could go either way. If you recruited just town I think its an extremely powerful tool. Just someone else there to bounce your ideas off of.
