...yeah, the boat colour counts for basically nothing (except one form of endgame tiebreaker). No votes are based on boat colour, and there is no 'black vote'. (omg, not being racist, guys

Seeing as the only requirements are:

each person move one pawn
only one piece may be removed from a boat each phase
only one piece may be added to a boat each phase

and seeing as there are more boats than players (7:6), there is a possibility for one boat to increase or decrease by one piece each round. Won't necessarily happen, but it is possible. In this way, a boat that has 3 pieces may be filledl after 3 turns.

Quick question/request: could you colour leaks with blue text in the first post? It would help for cursory inspection. Player names and boats are fine same-colour, I think, but being able to easily tell the ratio of leak/player and where leaks are, etc. is nice.

Yep, though you should allow for conditional lists, as in "red is first choice IF player x jumps into blue. If player X jumps into orange, green is first choice."
Plans can change depending on which the others choose, and not just because your options go down.

Yellow still has room on it. It benefits me more than Red does. In fact, it can benefit up to two additional people. I realize you case for red, but I'd prefer yellow, and would most definitely vote it if asked.

No, focusing on one boat leaves us all fighting over the one boat that is both:

high points and
guaranteed to dock before all the leaks start adding up and we fight for space on the boats

It makes more sense to move them at least somewhat evenly. Otherwise we're looking for a brawl.
