Proposition C15:
This rule does nothing whilst rule B5 is active. If rule B5 does not exist, all rule proposals, mutations, and repeals last for 48 hours or until all players have voted on the proposal, whichever happens first. At this point, the mod will tally the votes and determine whether or not the proposal has succeeded.

If I should explain myself about Proposition B2, part of it is fixing a typo, the other part is making it clear that it applies to edits and repeals as well. I originally thought that we had to make new rules to edit and repeal, so I thought I'd make sure it was obvious.
To vote against a mutability proposal, you simply don't vote at all.

What Packbat said, plus I dislike the idea of proposals giving benefits. With no restrictions on how many one is allowed to make at a time, it basically turns the Nomic into a creativity contest, and we have things like EtE for that.
