Implying scum read that he can pull out later to say he was scum reading Dayne all along but was apparently "too easily manipulated" to *really* scumread him while also having plausible deniability while also trying to cover it up with a cavalier attitude

You're correct - we go to DEFCON 4 either way.
It was more of a, since Total War is not unanimous we'll be not Total War-ing, and thus will move on to DEFCON 4 when everyone has checked in.
