Either:

1) We sit here and wait for him/replacement at DEFCON 5. This is technically the Confirmation Phase so we should be waiting for him here.
2) We proceed to DEFCON 4 and let people submit their choices while waiting for Toog/replacement.

Either way, you're correct in that we won't be going to TOTAL WAR.
I will consider this during class and will have an answer afterwards.

That being said, feel free to ask any questions you have regarding Missiles/Troops/The Draft/DEFCON 4 in the meantime.

I'm as trigger happy as the next guy but it's unfair and anti-town to go into DEFCON 4 without a slot confirming as that would put them at a disadvantage where they have to catch up and make a decision for role or nuke all in <72hrs.

Pedit: 48 hour deadlines are pretty typical here. Its also pretty typical to start the game despite not everyone confirming. That said, I can understand what you are saying, but finding a replacement shouldn't be hard. Worst case scenario is just extend Defcon 4 deadline.

We could move into DEFCON 4 but bank the remaining time from today so there's technically no loss in time. If everyone agrees to end it early we could do that, but banking time makes the most sense since nothing will be lost AND will let the everyone here move on into the next phase of the game.

I am updating the 'Covert Ops Team' Troop option because the initial wording was poor. Below are the before and after descriptions.

Covert Ops Team: (*NEW*) In order to carry out a successful nuclear strike, it is crucial to ensure the missile will not be deflected and the enemy left unscathed and free to retaliate. Special infiltration teams are secretly positioned in every enemy nation, read to make sure this happens when the brass gives the word. {If target player is currently deploying a missile silo, you sabotage it. If the missile silo uses either function, the missile will launch but not detonate. For nuclear launch mode, the ICBM will not detonate and the target will not die. For Anti-ballistic missile mode, the missile will launch but will not intercept its target.}

Underlined below are the updates.
