Russia's kill didn't go through Night 2 (we know this bc the other kill hit a Russian). ACC can't stop kills. This means the only feasible way their kill was stopped was that they tried to kill GreyICE. That, or they purposefully no killed/drove themselves into Cephrir's guard.

The doctor is unlikely to protect against a night kill that the scum performed themselves, so...

I do think it's possible they did that, since Cephir knew he'd have to claim at some point and he'd want defensible targets. also I think the doc only protects against one kill they could have been banking on multiple kill shots being used on the cop? I dunno, it doesn't seem completely out of the question in this game
