Interesting question.

Obviously, if there was a cop then his claim would have been completely disastrous for the scum in that game.

In theory (at least based on the fact that cops are quite common), it was a "bad move" - but he got lucky and it directly resulted in the scum winning the game.

so his scumbuddy (a mafia don) claimed cop on day one, and later that day Atticus was facing a lynch and claimed cop himself. That strikes me as a player attempting a desperate gambit that somehow managed to pay off against overwhelming odds -- did he somehow deduce on day 1 that there wasn't a real cop who could counter-claim? If not, I'm not sure his claim was a good claim, let alone a
Best Claim

The root of the matter, as I see it, is whether "best" refers to
strategy
or
outcome
.

Does a claim which is strategically poor but which has an excellent outcome qualify for "Best Claim"?

Okay then. I wasn't certain what the criteria for "best" was exactly - but the view seems to be that it has to be particularly good in the strategic sense. So...er...
