He said that he can't explain much. The only reason that I can see that he can't explain is a restriction.

His "that's not it" also seems to confirm that there is some sort of restriction, but not related to following votes (which seemed to be a pattern thusfar)

Mafuyu doesn't see the point in specifically finding out what the PR might be, if there is one. If there is, wouldn't its trigger come out naturally during the game enough to be inferred? Then again, it's not a bad conversation starter.

Mafuyu didn't it mean it that way; a PR comes out eventually regardless of experimentaiton. The end result is essentially the same, it's just a matter of the approach. As long as the PR is figured out before serious debates kick in, Mafuyu is fine simply interacting with MPR's possible PR naturally.
