That's the logic that Neighbour #3 brought up, and the two of us agreed that for that reason and others, Mina/Katsuki is Scum.
And no, the third head shall not under any circumstances be revealed today. Mina, keep it quiet. Under the small chance that we're wrong about you, I'd really rather not risk the safety of Numero Trois.

Yeah, I'm thinking the third head is probably scum (unless it's [redacted]). The whole "someone in our neighborhood MUST be scum!" is typical scum looking for mislynches. That sort of assumption doesn't make sense from a town PoV at all, and I doubt that many of the players in this game would start with that assumption as town.
