Hmm, I'm not going to cast the final vote without knowing who Tim Pinkle is, but I would think there are too many missing characters for a one episode character to exist.

Tim Pinkle actually appears in four episodes. He's the host, of the "save the ghostwood forest" night, Benjamine Horne hires, then comes again to host the Miss Twin Peaks show.
