One Citizen will begin the game with a Bulletproof Vest, which must be passed on at each Night's end.

This means it gets passed on. Unless this is in scum hands in which case it sucks for the town. If the vest in the hands of town then they should look at each player and have a good read on the best person to pass it onto next.

Fate, when you go all gambit / claim crazy at least have the decency to actually look up the actual name of the role you claim. It’s a semi-open game after-all. Yeah, I know it’s probably all part some clever ‘Tarp’ or part of your WIFOM play, but it just makes you look lazy. You are better than that.
