Point of order directed to the Chaiman:

I thought delegates opposed to a motion were entitled to speak. I fail to see why this makes me vote automatically in a separate motion, which is 'Should we close the discussion on the proposed topic'.

Why do yoou believe protecting a country with veto power is optimal?

I have some other questions on how Algeria wanted to go about his resolution, but I'm not sure if this is out of order

as I believe
a simple amendment
rather than
a completely new motion
proposed by someone yet to speak will change the motion into what is possibly the best option.

It is felt that a simple amendment to the MUNSCM resolution 001 regarding MABM mobilisation, sending them to a random nation rather than a specific one, is more acceptable.

Respectable delegate of Brazil, countries with veto power are more powerful, and therefore more likely to be targets of the axis of evil. They are likely to have additional capabilities that Chile does not have.

I believe there has been substantial confusion about the difference between a MOTION, an AMMENDMENT, and a RESOLUTION.

MUNSCM 001, as currently proposed, is a RESOLUTION.

The attempt to rewrite MUNSCM 001 is an ammendment, although is must be submitted by someone else.

The point of order by the delegate from Germany to Close debate is a MOTION.

When the delegate from Germany moved to close debate, discussion on the resolution should have immediately stopped. Thus, delegate from Algeria, it was not your turn to speak on the resolution. Rather, by stepping forward, you were speaking opposed to the MOTION to close debate. IF debate is closed, we will then vote on the actual resolution. IF debate is not closed, we will return to the speaker's list. Currently, the delegate from Chile is still the speaker, until they announce they are stepping down.


Now, to address current issues:

Delegate from Algeria, you were not speaking on the resolution, you were supposed to be speaking on the motion.

Delegate from Brazil, you are out of order; you many not address delegates other than the speaker! (Although I can understand the confusion)

Delegate from Algeria, you remain out of order.

The motion to close debate on this resolution currently has

4 in favour (Romania, Phillipines, Algeria, Germany)
3 opposed (France, Brazil, Chile)

The only thing delegates should be doing right now is voting for or against closing debate on this resolution. As stated above, if debate is closed, we will then vote on the resolution.

One more thing, vetos are worth nothing in procedural matters such as this one. That is, even though France has opposed this MOTION, it doesn't fail. Vetos can only be used on AMMENDMENTS and RESOLUTIONS.

I will entertain motions to ammend the Agenda, if there were more than one resolution on it... so instead we will go straight to the next resolution. Will the sbmitter of MUNSCM 002, the United Kingdom, please present their resolution.
