They either need to die before it becomes an issue, or just always assume it's a lylo scenario if the game could be ended via them being NKed. (e.g. 6:3 should be treated as a potential lylo).
Not a huge issue at the moment, and I'm considering the benefit of leaving them alive. If they're both town, I figure scum probably has to gamble on whether or not Ruler's role can screw them over in some way if they wanna gamble on making people paranoid.
Depends on whether people think Ruler is scum or town though.

Lancer doesn't seem super scummy, he just seems out of place in a scummy way in contrast to Rider who is out of place in a townie way.

Weak Constitution - NP only on even numbered nights. This restriction goes away at 10 players remaining.
Eye of the Mind - I can pick if trackers/watchers can see me.
Noble Phantasm:
Mumyou Sandan-Zuki - Lightless, Three-Stage Thrust (****) Target someone. If they are doing a mafia factional action, it won't work.
With a Master: The player I target with Noble Phantasm will also give me up to two charges of NP (if they have them). During Day One and Day Two, you may target another player. That player will receive their 'With a Master' upgrade, but it will not be announced publicly, nor will their alignment be revealed.
