I do think we should definitely eliminate oil early and with prejudice.
They had a choice to scum side or town side and they scum sided or are scum.
There is no motivation I can see for them to full claim like this when they could lie about their claim or modify it though to be more appealing while not revealing they used this ability.

So I'm kind of lost there.

Had to use it eventually in order to win. Figured that getting it out of the way early was the best bet - expected there to be more significant power other than an IC hanging around.
