A Neighborizer without any Neighbors at the start of the game is considered Normal on mafiascum.net. Any players added to a Neighborhood are added at the start of the next day, regardless of whether the Neighborizer lives or not, and their Role Name is not changed.
According to wiki, pure neighborizer starts without hood. But there's nothing exactly about if every player gets personal hood or everyone are added in same.

I'm waiting for mod - I found a theme game of Jingle's where the neighborizer was given separate hoods on my phone yesterday, it was a really wacky setup up with 3 mini-games and the people in the hoods could keep posting even after they died, but it was clear in the role PM that the neighborizer could target any number of players, not necessarily including themselves, to make a new PT where all of the targeted players would be able to post, even after death, for the rest of the game.
I've also seen Bingle/Jingle mention he runs a lot of theme games and would not be surprised if a Neighborizer in this game would work as dave has described, because Jingle is used to running Themes. I don't think he will abstain from answering the question though, because this is a normal game and I've asked a very straightforward question about how an unmodified role would work assuming no interference.

My point is that there shouldn't be more the 4 scum here and we've already flipped 2, so all 3 of them being scum would mean 5 scum in 17p. It's not against the guidelines since this is a Complex setup, but it doesn't seem possible.

Idk about "revised", but having modded several Normal games on my main account I can tell you this is 100% not being followed, and mods are required to provide their own PMs for every game.

be an ongoing effort to standardize this, but it's definitely not complete and probably not going to be completed any time soon based on this post (note the last 2 paragraphs where Ausuka mentions the finalization stage and talks about mods creating PMs for Normal games).

"They are obvTown" is dangerous because Scum can emulate "obvTown" behavior easily. IF you've played with the person long enough to tell the difference then fine, but I wouldn't say that regarding players you haven't played with before (unless, of course, you're an alt?).

This is slow. Let's ignore the neighbor thing I guess. I still think mafia is likely between enchant and JacksonVirgo based on neither of those slots having been voting for Roden. Both have since had replacements so not much to talk about in terms of defense on their parts.
