As I read NAS's post I read it as his interpretation from reading that article. It sounds as though in this case he views self-voting as a scumtell but not not strong enough on its own, that it in tandem with other NAS-perceived Scumtells (like Hu jumping on my failwagon) paints a broader picture to him in his opinion. He's factoring in multiple things to form an early conclusion. He views it as a piece that must be combined with multiple other things (see: more than 2) before reaching a conclusion.
