Sometimes people post -- and even vote -- without reading an entire thread. Other times, people hammer intentionally and pretend that it was an accident. I'm guessing here that the assumption is that Dev is asking for information that's not present in the Vanilla Townie PM, thus does not have such a PM, thus is scum.

Nice as it would be to find scum this easily, it may mean he just isn't vanilla. And since the Vanilla Townie PM is posted on the first page, it's less a question of whether he has access to it, and more of a question of 'is he aware of what it says'. And neither a yes or no there makes him scum.

Your over-defensive reactions don't suggest a vanilla townie about to be lynched, they suggest scum about to be lynched. In your own analysis, you don't list bandwagoning bad enough to be scummy, so why would other players vote for a lurker or bandwagoner over someone that they actually find to be acting scummy in their posting?
