I call upon any delegate to second this resolution, and ask that they speak immediately in favour of this resolution. Once the seconder has spoken, all delegates may begin asking points of information, until the speaker steps down.

I would also like to note that if the weapons inspectors are not required to give a report to a specific nation, they will not give the report. They are a lazy bunch. Note that the resolution cannot be changed without an ammendment, so it may be in the Council's best interest to consider an ammendment.

Oh, and this is a good example of a resolution that will pass even if China votes against it, as it specifically mentions China by name, and only China, thus nullifying their veto power for this resolution and most ammendments pertaining to it.

Whilst I agree with the principle behind this, I wonder whether using a BNG to determine the country to be inspected would not be more effective? Or in other words? Why in particular China?

The Phillipines believes that action of this course is necessary. A nation with veto power must be held accountable to abide by the laws and by-laws of this union.

Due to the geographical proximity of China to the Phillipines, the nature of China's affiliation is of increased interest.

Learning the true nature of China's warfare programs would provide the United Nations with the strength and security that this magnificent country has provided throughout history.

I proposed an amendment to the wording of the resolution replacing "China" with "a nation with Veto powers randomly selected by the game mod and not investigated on a previous occassion".

Delegate from Chile, you are out of order. You do not propose ammendments through points of order. Rather, you request to be on the speaker's list, and when it is time for you to speak, you officially present your ammendment and speak on it. Then, without standing for points of information, another delegate should immediately speak opposed to the ammendment. Then we vote on the ammendment.

Admittedly, the stake of the Phillipines in this resolution is rooted in its proximity to the great nation of China. The Phillipines would like to know that it can trust its ancient neighbor.

Also, please note that in order for an amended resolution involving randomization to pass, all five veto-holding countries must approve it. Setting up the veto-holding countries with the knowledge that they, at least, can work freely and tirelessly at securing the UN should be at the forefront of this council. Resolving the veto-holding countries in order disallows them the ability to veto the plan as a whole.

2. Every day, a resolution MAY be passed which allows the weapons inspectors to enter one country, and give a report to ONE country. The inspection takes place at night.
Am I correct in assuming that In your proposal to send the weapons inspectors to China, you would like the report send to the Phillipines? What is to stop the axis of evil from simply targetting the Philipines or China during the night.

It is of little import to the Phillipines as to where the inspector's report is sent. As the original resolution did not address the direction of the report, it is seemingly outside the discussion on this resolution.

At this point, I will step down and give my remaining time to the gentleman from Chile.
