Nah, I think he is just bein lazy, but this area did get hit pretty bad by hail, wing, and a hell of a lot of water.

Also, it's obvious to me that Xalxe doesn't live in the city, or this is a bad storm. If he doesn't show up ~1 week, then Xalxe lives so far out in the country that it's hard to get the power back to him.
