That's the requirement for a Mini or Normal game. Theme requires one successfully completed modded game, and Newbie requires two.

They're the smallest, and probably the simplest, since the setup is given to you (although my understanding is you can still add flavor text).
But because they are the place where most of our newest, rawest players (I don't mean that disparagingly) come to get started on Mafia, we want to make sure that they get the best experience possible to start off their career as a Townsperson/Goon. If a mod flakes out in Little Italy or the Theme Park, people go "well, damn", and go sign up for a new game. But if a mod messes up a night scene and reveals the doc, or mislynches the cop, or doesn't catch a player who is direct-quoting their PM in The Road To Rome, it could cause someone to walk off the site and never come back. And since our newbies become our oldbies, we don't want that to happen. That's why the requirements are most stringent for Newbie Game mods, in my opinion.
