Eh, I think he's town. Why wouldn't we want to powerup town? I mean yeah, Maruchan was an obv example. llama is too now that he's not a cop anymore. You guys can always have him claim what he receives. Like Maru. He never claimed it but we all trust him, so.

If he were a PR he wouldn't be running around like that asking for potions room.
