Actually this is a good question, and I've needed to make this post.
So traditionally in the Mini Normal queue, people sign up to mod and then just sit. Once they got near the top, they would get a PM requesting their setup. Then they'd go through the setup review process, and once that hurdle was cleared they would soon be at the top of the list and running their game.
Problem with this system is that people soon learned about the requirement to have their games reviewed, and what it entailed, and they sent in their setups early. Those people would then of course get approved early. So if you had people towards the middle or even bottom of the list with approved games, and nobody approved up above them, guess what? They got to run their stuff first.
So that wasn't fair. Basically those people were catapulting themselves over everyone who had joined the queue but not yet received the email requesting their setup. (I'm not suggesting here that this was done intentionally or anything - they just knew the process and were following it) So I recently changed the system so that you get the request for your setup as soon as you join. Now everybody is on the same playing field.
One side-effect of this that I didn't anticipate (but should have) is that we're getting setups in at a far faster rate than before. We now actually have a queue of setups waiting to be reviewed. I'm probably going to start looking for more volunteers since the ones we have are overloaded.
