In Favour - Germany, Chile, Phillipines,
USA
, Algeria,
Russia
, Brazil, Pakistan

Opposed - Romania

Abstaining - Benin

Please continue voting delegates. I especially urge those with veto power to vote, as we cannot pass this resolution until all countries with veto power have voted in favour or have abstained. I remind you that any country with veto power voting against this resolution will cause it to fail.

With many votes in favour, 1 abstension and 1 opposed, Resolution MUNSCM 003 Passes in its entirety. The Security Council will adopt its clauses and act on them immediately, or when specified in the resolution.

HINT: What this means is that I, the chair, will do as instructed by the resolution tonight.

Now, I will entertain motions to ammend the Agenda, or encourage the submitter of the next Resolution, MUNSCM 004, to submit in 24 real time hours.

Actually, since both the submitters for resolutions 004 and 005 have been replaced, I strongly encourage we have a motion to ammend the Agenda, or we could find ourselves in an interesting position.

I'll take that as speaking against? (Though I think we probably needed a second). If so,

Point of Information to the Speaker
: Why continue with your resolution when it contradicts the will of all but one of the constituents? Can you really expect your proposal to pass? Wouldn't it be kind of a waste of time?

I wish to remind the Honorable Delegate of the fact I'm not the speaker, and of the fact he does not know the contents of my resolution, as they were changed after the passing of this last resolution.

It sure sounds like you were speaking against the motion to amend the agenda to me. Nonetheless, I suppose my question
was
answered.

Point of information directed at the chair:
How does one go about proposing an amendment to a motion?
As long as I'm asking things anyway,
Point of information directed at the chair:
Is the list of verbs used in MUNSCM 000 exhaustive, or is a resolution or amendment to same valid with any present-tense English verb? Can a clause state, for example,
Prohibits
members of the Axis of Evil from voting; or
Allots
the country of Benin fifteen investigations nightly, a quintuple vote and veto power; or
Worships
the delegate from Benin as a god?

Thank you delegate from Germany, your motion to remove Resolution 004, 005 and 006 from the Agenda is in order.

Thank you delegate from China for speaking against the motion.

Delegate from Germany, you are out of order, as China is indeed not "the Speaker", so you may not ask questions of him.

Delegate from Benin, you cannot ammend a motion. You can ammend a resolution by getting on the speaker's list and proposing the ammendment in lieu of speaking on the resolution. Please consult procedures for clarification. Alternatively, if you would like to propose a motion similar to a motion on the floor, you must wait for the first motion to fail, and then make another motion.

Delegate from Benin, any present-tense English verb can be used, and delegates are encouraged to do so. However, some verbs are binding, and some are not. For instance, Prohibits and Allots are binding, while Worships is not. However, neither of the first two clauses you mentioned are enforceable, as the security council does not know who the Axis are, or have any way of "alloting investigations". You could Prohibit a specific country from voting if you wished... but some democrats might complain.

Delegates, please vote on the motion to ammend the Agenda as proposed by Germany! 8 votes in favour or opposed are required, no abstensions, no vetoes.

China votes
against
the motion, and is discontent with the way Germany tries to delete his resolution.
