It was the "the setup's done" quote that prompted the question. I'm guessing he meant behind the scenes type setup. It made me think that a thread had been created and I was just missing it. :?

Um, I was in 280, but was replaced after the site had been down for a while. I just realized that it had come back up (hadn't been checking my emails lately). Can I be /in as a newb for a new game, or is there some kind of penalty for being replaced?

No, there's no penalty for being replaced, so you can /in next time. There are only penalties for major rule infractions.
