So it seems to me that he might have just been doing that because it might be easy to start a bandwagon. He didn't vote because he didn't want to make it look just that. Looks contrived. He says something not all that consequential, you accuse him of something, he rebukes you, then you unvote quickly. Later you can claim that at one point you suspected him and weren't giving him a free pass, etc.
