Scum don't just build cases by highlighting actions of players that are scummy. They tend to 'explain' to the town why the townie's actions are scummy. Here he just calls things out, and watches people's reactions.

He's been consistent in his targets. He's fishing for scummy reactions. He follows up. He's been honest in his play. Fuck, I thought Furcolow was scum until that AMAZING L-1 vote. And Bob was a pressure wagon that caught us scum in any case (Exe got shot).

Any reason that is obviously random would be a valid RVS vote, and we would get at least a bit of information out of it. Giving no reasons gives absolutely no information, not even any help in determining if somebody is voting for actually thinking somebody is scum or just for RVS.
