I find two explanations plausible
1.) he was under pressure and just slipped
2.) he is town and he just changed his mind.

If oats is town then he would have considered that possibility well before now. Hu Tao hasn't been suspected by anyone for a while now and *poof*, his scumread magically disappears.-
